COMMISSION MEETING
November 17, 2020 – 4:00 P.M.
The Board met pursuant to adjournment with Commissioners Knauf, Pic, Falck, Rost and Engen present. Commissioners Pic, Engen and Falck participated via Zoom.
Moved by Rost, seconded by Pic, to approve the minutes of the November 3, 2020 Commission meeting and the November 9, 2020 Special Meetings. Motion carried unanimously.
Moved by Rost, seconded by Pic, to approve the order of the agenda adding Kari Goelz, Emergency Manager after item number 5. Motion carried unanimously.
Moved by Falck, seconded by Engen, to add Bret Burkholder, Correctional Center Administrator after the consent agenda. Motion carried unanimously.

Bret Burkholder, Correctional Center Administrator, addressed the board regarding COVID-19 cases and protocol at the Correctional Center.
Debbie Swanson, Public Health Director gave a COVID-19 update.
Kari Goelz, Emergency Manager, addressed the board.
Moved by Falck, seconded by Pic, to rent a space at Five Star Storage for $150 per month for storage of PPE for Emergency Management to be paid with CARES funds. Motion carried unanimously.
Lane Magnuson, County Planner, addressed the board.
Moved by Pic, seconded by Rost, to approve the application of David Brend for Brend Subdivision, consisting of two (2) lots on 6.4 acres in the SE ¼ of section 26, Allendale Township. Motion carried unanimously.
Moved by Engen, seconded by Falck, to approve the application of Barbara Robinson for the replat of Lot 1, Cain’s Acres in the SW ¼ of section 33, Brenna Township. Motion carried unanimously.
Michele Thiel, Human Resource Director, addressed the board.
Moved by Pic, seconded by Falck, to approve the presented Telecommuting Policy, effective November 18, 2020. Motion carried unanimously.
Tom Ford, Director of Administration, addressed the board.
Moved by Rost, seconded by Falck, to approve a 12-month extension between Grand Forks County and VM Findley Consulting, LLC, effective January 1, 2021 to December 31, 2021. The cost of $8,000 per month and $30,000 for travel will be paid from remaining funds in the 2017-2019 base retention grant, any funds remaining in the Director of Administration’s 2020 base retention line item and the balance from cash carried forward. Motion carried unanimously.
Moved by Pic, seconded by Engen, to approve the 2021-2022 Grand Forks County Legislative priorities. Motion carried unanimously.
Haley Wamstad, State’s Attorney, addressed the board.
Moved by Rost, seconded by Pic, to recess for a closed executive session, pursuant to NDCC 44-04-19.1 and 44-04-19.2 for attorney consultation on tax year 2017 abatement appeal litigation. Motion carried unanimously. It was 4:55pm.
Moved by Pic, seconded by Engen, to reconvene the regular meeting. Motion carried unanimously. It was 5:01pm.
Moved by Engen, seconded by Pic, to continue the handling of the tax year 2017 abatement appeal in the current manner. Motion carried unanimously.
Motion by Rost, seconded by Falck, to adjourn. Motion carried unanimously. The meeting adjourned at 5:06pm. The next meeting will be held on December 1, 2020 at 4:00pm.
